Internal Business Politics

It's always interested me how whenever you look at some large entity (an alliance on Cybernations, a business IRL, a GSP like Wireplay) that the individual components all have the same goal, that of furthering the entity and to do this you need all the different divisions/sections/ministries/whatever, but most of these sections will in fact seek to raise their own stake while diminishing that of those around them, claiming that this helps the entity, while to the outside observer it seems to weaken it.

I suppose the problem is the finite amount of resources any one entity has available versus the seemingly infinite demands on resources by each section, unwilling or unable to simply divide the resources available in a logical fashion they seek to gain more at the expense of others. A good example of this would be Wireplay, where each individual gaming community seeks to improve itself and gain access to more resources, but due to the fixed amount of servers/bandwidth/etc available, the only way to get more is to see another community get less, or get nothing.

Another good example might be an alliance within Cybernations. Imagine the Ministry of Finance, they have a fixed number of aid slots available and a fixed amount of money that can go through those slots to help people, they therefore have to manage competing demands of tech deals (taking up slots), various other ministries needing money (taking up slots AND resources) and the needs of the Minister of Finance themselves to fund aid and growth programs within the alliance. Again, a very finite amount of resources available vs a much larger need for resources which can only be solved by one/more sections losing out on what they want from the pot.

So then, what is the solution? For those finding themselves in this situation, how can you juggle the competing demands of everyone on a small set of resources? Do you try to give everyone as much as possible, thus you know you have done the best that you can, but these others will either blame you or eachother for their lack of resources. Or do you prioritise the resources yourself? If you do this you may very well find that some people do get the resources that they wish, but others will be even worse off and will place further blame on you / eachother for their lack of resources. Can one person/section ever truly manage the constraints of resources without becoming alienated from the rest of the organisation for it?
